Our State continues to pass unfunded mandates and adopt new regulations, which adversely affect the community; while our County has relinquished economic development responsibilities solely to the cities.</div>

As our Country and State are suffering under staggering increases in spending, the City of Isanti has the largest fund balances in its history, rapidly reducing debt, and spending less in 2014 than it did in 2006. We have faced the same issues as all other communities, but we planned well and worked efficiently.</div>

The year that is drawing towards its close, has been
filled with the blessings of fruitful fields and healthful skies. To these
bounties, which are so constantly enjoyed that we are prone to forget the source
from which they come, others have been added, which are of so extraordinary a
nature, that they cannot fail to penetrate and soften even the heart which is
habitually insensible to the ever watchful providence of Almighty God.<br /><br />In
the midst of a civil war of unequalled magnitude and severity, which has
sometimes seemed to foreign States to invite and to provoke their aggression,
peace has been preserved with all nations, order has been maintained, the laws
have been respected and obeyed, and harmony has prevailed everywhere except in
the theatre of military conflict; while that theatre has been greatly contracted
by the advancing armies and navies of the Union.<br /><br />Needful diversions of
wealth and of strength from the fields of peaceful industry to the national
defence, have not arrested the plough, the shuttle, or the ship; the axe had
enlarged the borders of our settlements, and the mines, as well of iron and coal

Thanksgiving holiday in 1621, this occasion has served as a singular expression

freedom, we have at the same time preserved reverence for spiritual beliefs.
Although we are a pluralistic society, the giving of thanks can be a true bond
of unity among our people. We can unite in gratitude for our individual freedoms
and individual faiths. We can be united in gratitude for our Nation's peace and
prosperity when so many in this world have neither.<br /><br />As was written in the
first Thanksgiving Proclamation 120 years ago, "No human counsel hath devised
nor hath any mortal hand worked out these great things. They are the gracious
gifts of the Most High God." God has blessed America and her people, and it is
appropriate we recognize this bounty.<br /><br />Now, Therefore, I, Ronald Reagan,
President of the United States of America, in the spirit of the Pilgrims,
President Lincoln, and all succeeding Presidents, do hereby proclaim Thursday,
November 24, 1983, as a National Day of Thanksgiving, and I call upon Americans
to affirm this day of thanks by their prayers and their gratitude for the many
