The Council certified the cites delinquent water and sewer charges last night. The number of accounts and dollars not paid were off the charts. Several hundred percent above last years total. This is a sign of the number of home owners in difficult financial situations and foreclosed homes. We need to track this carefully as we are setting city policy and budgets.
