Someone has started a crazy rumor that last nights utility and street project was not a 5-0 vote..... it absolutely was a 5-0 vote....

This was a stuffed vote. Four people voted yes and one voted present. You then moved it over to yes. I've heard that it is well within your power to do this. Stop bragging about a 5-0 vote. You used a procedure to get it.
Well that is a lie... A Mayor can not make or convert someone else vote and there is no voting present... it was 5-0 vote... I reiterated a 5-0 vote and no Council Member disputed that....
A vote is yes/no. It is literally that simple. There is no such thing as a "stuffed vote". If the Mayor can "move" a vote over to yes, what would be the point of having one? That kind of power is ludacris and does not exist in any form of democracy.
The vote on this project was 5-0. The Mayor even confirmed that just to make sure prior to moving on during the meeting.
It is State law that a silent vote is a yes vote... why this is allowed I can only guess it allows those that do not want to say yes but to vote yes.
I personally feel this is a politicians game... either say yes or no... do not hide behind silence... silence is what allows nonsense rumors to start and allows false stories to spread.
I wish I could call a roll call vote and get each member on the record verbally. I am starting my 5th year as Mayor and anytime there is a controversial issue there is usually one if not more Council Members that will remain silent when it comes time to vote.
If there is a popular item like cutting taxes or praising some group everyone tries to make the motion at the same time.
As I recall two members were silent at the vote not just one......
You're playing with words. Silent or present,there is no difference in the outcome. I don't know what you said or offered the two "quiet" members of the council. The deed is done and it is going to cost a lot of people a lot of money.
"offered" that is insulting to everyone involved.... insulting to me that you would infer some kind of undue influence... also insulting to the 2 "quiet" ones in that they did not vote their conscience....
These are tough issues in tough times... what we did will save the City as a whole and those being assessed a great deal of money and pain....
