As a state employee I understand why we must have a pay freeze to help in all of governments spending. It was not too many years ago that we also had a pay freeze when many county and city employees recieved increases. I think that the city staff and all city labor employees need to have a pay freeze also to help in these challagning times.
One last observation that I have is that state employees have less paid holiday time per year than City employees.
